While official meetings and other events of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.
The Fifth Informal Consultation Session of the HELCOM Heads of Delegation (IC HOD 5-2024) was hosted by the Latvian Chairmanship of HELCOM and was held online from 3-4 June 2024.

Outcomes of the meeting- The Session thanked CCB and WWF for organizing the hybrid side event "Waves of changes - Accelerating action and finance to save the Baltic Sea" on 24 April 2024 in Riga.
- The Session took note of the most recent developments and concerns on the Lynetteholm project’s potential impacts on reaching GES for eutrophication (document 4-10) and the concerns by CCB on the accessibility of the related documents in English for the HELCOM community and the civil society.
- The Session took note of the information by CCB on the Bogskär area, in the southern Åland Sea, which was designated a marine Natura 2000 area in December 2023, with that decision being revoked a few days later (document 4-9).
- The Session invited CCB, together with WWF Baltic and Natur och Miljö Åland, to be in contact with the government of Åland and the Ministry for the Environment in Finland to further discuss the process of the Bogskär Natura 2000 area.
- The Session took note of the views by WWF and CCB that the precautionary principle should be considered related to CCS in the Baltic Sea region. It is questionable whether CCS should be undertaken in the Baltic Sea, considering the sensitive nature of the sea, and that the role of HELCOM should be to focus on improving the knowledge on the potential environmental impacts of CCS, which can be transboundary. Both WWF and CCB share the view that reducing CO2 emissions should be the priority and WWF is of the opinion that the high accompanying costs of CCS should be included in any cost-benefit analyses of CCS.
