2nd Informal Consultation Session of the Technical Advisory Group on Reduction of Discharges from Phosphogypsum Waste Sites
Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Opis

While official meetings of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The Second Informal Consultation Session of the Technical Advisory Group on Reduction of Discharges from Phosphogypsum Waste Sites was hosted by Finland online on 8 March 2024.

The Session was attended by Finland, Latvia, Lithuania, Poland and Sweden. Observers from John Nurminen Foundation, Baltic Sea Action Group, Coalition Clean Baltic and Race for the Baltic as well as invited guests from Azoty Fosfory Group and Yara International also attended the session.

The Session was chaired by Mikhail Durkin, CCB. Susanna Kaasinen from the HELCOM Secretariat acted as secretary of the session

Outcomes of the meeting
The session discussed the following topics:

BAT/BEP for reduction of discharges from phosphogypsym waste sites:
- The Session took note of information on the Kingisepp, Russia, site as collected by CCB (presentation 1) noting information on recent studies regarding the monitoring of the site.

Review of the existing HELCOM Recommendation 17-6 on Reduction of pollution from discharges into water, emissions into the atmosphere and phosphogypsum out of the production of fertilizers:
- The Session took note that phosphogypsum is generated also in large amounts in Ukraine and that CCB will look into the matter
