3rd Informal Consultation Session of Working Group on the Source to Sea Management of Nutrients and Hazardous Substances and Sustainable Agricultural Practices (IC WG SOURCE TO SEA 3-2024)
Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Opis

While official meetings of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The 3rd Informal Consultation Session of the Working Group on the Source to Sea Management of Nutrients and Hazardous Substances and Sustainable Agricultural Practices (IC WG SOURCE TO SEA 3-2024) was hosted by Finland in Helsinki, on 14-17 May 2024.

The Session was attended by Denmark, Estonia, Finland, Germany, Lithuania, Poland and Sweden. Observers from Baltic Farmers’ Forum on Environment (BFFE), Coalition Clean Baltic (CCB), John Nurminen Foundation and Race for the Baltic also attended the Session as well invited guests.

Outcomes of the meeting
- The Session took note of the view by Sweden, supported by CCB, that currently there are fewer agricultural documents considered in WG Source to sea and a proposal to establish an expert group to consider agri-environmental matters.

- The Session noted a suggestion by CCB that adding other external projects contributing to BSAP implementation would be of value.

- The Session took note that CCB welcomes the report but regrets that there is so little information on effectiveness of measures.

- The Session noted the views by CCB supporting including aquaculture for the hot spot approach due to the fact that in certain areas aquaculture is a significant source of nutrients and other contaminants. The Session also noted the opinion by CCB that there is good basis for defining agricultural hot spots in the provisions of Annex III part II of the Helsinki Convention.

- The Session noted the clarification by the lead country that deletion needs to be based on monitoring data and there some reduction should be verified and proposed to solve the issue by editorial changes to include “by implementing BAT/BEP”. The Session also noted that CCB does not support “sufficient” and recalled HELCOM recommendation referring to “significant”.

- The Session noted the suggestion by CCB to include reference to Annex III part II of the Helsinki Convention Regulation 4 on permits in step 1.

- The Session took note of the proposal by CCB to include disturbance of the seabed to the criterion referring to sea-based activities and to change “hazardous substances” to “pollutants”.

- The Session took note of the view by Germany that the document in its current form is not fulfilling the original purpose of the BSAP action E14, recalling a report of CCB as a basis of that BSAP action stating that the management of manure is not sufficient for sheep, horses, goats and fur animals.

- The Session invited CCB and BNI to make an updated comparison between the revised EU UWWTD and HELCOM Recommendation 28E/5, recalling the fact sheet already produced by BNI, and proposed to consider the matter again in the autumn session.

- The Session took note that CCB is drafting a report related to environmental measures (eutrophication, hazardous substances and biodiversity) in Ukraine which will be finalized by the end of the year.

- The Session took note of the request by CCB for Denmark to submit comprehensive background information about evaluation of the impacts of Lynetteholm project in the Baltic Sea, also with regards to D1, D5 and D7 of EU MSFD and to undertake a full EIA (document 8-12).

- The Session took note that Germany finds it important to consider the concerns raised by CCB as the Lynetteholm project might risk changing several characteristics of the Baltic Sea related to e.g. eutrophication, salinity gradient, biodiversity and hydrography and that neighbouring German waters could be affected first/strongest.
