HELCOM Expert Group on Marine Mammals (IC EG MAMA 3-2024)
Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Opis

While official meetings and other events of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The third informal consultation session of the HELCOM Expert Group on Marine Mammals (IC EG MAMA 3-2024) was convened on 26-28 November 2024 at the Baltic Sea Animal Rehabilitation Centre in Klaipėda with participants also attending online. The session was hosted by Lithuania.

The Session was attended by delegations from Denmark, Estonia, Finland, Germany, Lithuania, Poland and Sweden, observers from Coalition Clean Baltic (CCB), World Wide Fund for Nature (WWF), the Nordic Hunters' Alliance as well as invited guests from the Coordinated Development and Implementation of Best Practice in Bycatch Reduction in the North Atlantic, Baltic and Mediterranean Regions (LIFE CIBBRiNA project).

Outcomes of the meeting
- CCB shared comments on the difficulty in understanding the key measures of the plan dedicated to seal conservation, specifically on the fact that hunting of seals should not be restricted by time or area as well as on animal welfare aspect, for example when a seal is being shot while being in the water
and how to ensure that hunters are certain that a targeted specimen is killed.

- The Session noted of the information from IC HELCOM-VASAB MSP WG 3-2023 on the CCB guidance document.

- IC HELCOM-VASAB MSP WG 3-2023 also highlighted that the CCB guidance document is relevant for ongoing revision of the HELCOM Recommendation 17/3 on information and consultation with regard to construction of new installations affecting the Baltic Sea.

- The Session considered the position paper on grey seals by CCB.

- The Session noted that some EG MaMa contacts are involved in the ICES WKSUP work, such as for example CCB (as chair of Jastarnia) as well as Sweden.

- The Session noted the comment shared by CCB that strong messages such as seals being attracted to some pingers should be carefully used to avoid any misinterpretation by stakeholders. The Session noted that CCB will contact the CIBBRiNA project representative to have more information on this
specific topic.
