Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

The second informal consultation session of the Working Group on the State of the Environment and Nature Conservation (IC STATE & CONSERVATION 2-2021) was convened on 10-14 October 2022 as a hybrid session with participants joining in person in Karlskrona, Sweden, as well as via Zoom.

The Joint session was attended by delegations from Denmark, Estonia, Finland, Germany, Latvia, Poland and Sweden, by observers from Coalition Clean Baltic and WWF Poland, as well as an Invited Guest from the Leibniz-Institute of Freshwater Ecology and Inland Fisheries.

The Nature conservation and biodiversity session was attended by delegations from Denmark, Finland, Germany, Latvia, Poland and Sweden, by observers from Coalition Clean Baltic, WWF Finland and WWF Poland. The Nature conservation and biodiversity session was attended by participants from Denmark, Finland, Germany, Latvia, Poland and Sweden as well as observers from CCB and WWF Poland.

Outcomes of the session:
- The Session noted the comment that CCB supports the approach and welcomes the effort made to achieve this progress.

- The Session took note of the remark from CCB, that for the tasks in the Workplan concerning changes in climate, that these should be referred to as changes caused by the climate crisis instead of using the term climate change. The Session also took note of the concern expressed by CCB with assigning the seabed pressures and condition of benthic habitats, e.g. the CumI indicator, from the BIODIV WG to the SEABASED WG.

- The Session took note of the follow-up and discussions by BALTFISH on the ICES Special Request Advice on EU request on emergency measures to prevent bycatch of Baltic Proper harbour porpoise, presented by CCB. The Session noted that discussions in BALTFISH are ongoing, covering proposals such as real time closures and pinger use.

- The Session welcomed the report on transboundary Marine Protected Areas in the Baltic Sea region by CCB, as well as comments on them provided by Sweden.

- The Session took note of the points of attention and potential concern with designation OECMs in the Baltic Sea region as presented by CCB.
