Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

The first informal consultation session of the HELCOM WorkingGroup on Biodiversity, Protection and Restoration (IC WG BIODIV 1-2023) was in Helsinki, Finland, on 9-12 May 2023

CCB participant in the session:
- Andrea Cervantes, CCB Biodiversity officer,
- Aimi Hamberg, DN, Denmark.

Outcomes of the meeting:
- The Session took note of the WWF and CCB Guidance document on responsible offshore renewable energy (ORE).
- The Session noted the suggestion by WWF and CCB for WG BioDiv to oversee the development of a HELCOM Recommendation on go-to ORE areas in the Baltic Sea and to utilise the guidance as basis.
- The Session provisionally recommended the development of joint HELCOM guidelines based on the WWF and CCB Guidance document (document 4-1), however noted that whilst interested in this work, at this point Denmark is not in a position to commit to developing such a joint document.
- The Session noted the point by CCB, and as highlighted by the report, that even though knowledge gaps exist, enough is already known in order for Contracting Parties to take action now and implement measures to protect the critically endangered Baltic Proper harbour porpoise.
