While official meetings and other events of all HELCOM Working and Expert Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.
The fifth Informal Consultation Session of the joint HELCOM-VASAB Maritime Spatial Planning Working Group (IC HELCOM-VASAB MSP WG 5-2024), hosted by Latvia, was held on 18-20 September 2024 in Riga.
The Session was attended by representatives of Denmark, Estonia, the European Union, Finland, Germany, Latvia, Lithuania, Poland and Sweden, as well as HELCOM and VASAB Secretariats. HELCOM observers were represented by Coalition Clean Baltic (CCB).

Outcomes of the meeting- The Session considered the information on the need for a revision of the HELCOM Recommendation 17/3 and welcomed the proposal by CCB to contribute to the revision process.
- The Session took note of the document submitted by CCB on OECM recommendation. The Contracting Parties informed the session on their work on OECMs and how the CCB recommendations can be used in future work on this topic.
- The Session took note of the view of CCB pointing out that other aspects of underwater noise such as continuous noise should be kept in mind both with construction and maintenance of windfarms.
- The Session considered the document 7-1 about the marine Natura 2000 area Bogskär in the Åland archipelago submitted by CCB and the proposal that the topic would fall under the scope of the EBA guidelines.
