Coalition Clean Baltic – CCB is a politically independent network, uniting 27 environmental non-profit organizations, as well as partners and experts from 11 countries surrounding the Baltic Sea. The main goal of CCB is to promote the protection and improvement of the environment and natural resources of the Baltic Sea region by encouraging new and constructive approaches and engaging people to become part of the solution instead of part of the problem. CCB Secretariat is based in Uppsala, Sweden.


CCB* is recruiting a Network Officer to play a central role in strengthening the voices of its Member and Observer organizations in joint actions. This includes acting as a point of contact between the CCB Member organizations as well as the CCB Secretariat, facilitating a coordination platform to promote joint efforts and impacts, gathering and sharing information about activities in the Baltic Sea Region that are of relevance to Members and Observers. The Network Officer will also work with supporting Members and Observers’ national and joint international work in different ways, i.a. organizational, capacity building, outreach and financial support to their environmental activities. 


You will work closely with the CCB Secretariat team in Sweden and beyond on different topic-wise issues to ensure effective implementation of CCB’s projects and initiatives. You will also support the development and coordination of CCB’s strategic and thematic plans and ensure their effective implementation.


The CCB Network Officer

  • Serves as the main liaison and contact person between the CCB Secretariat, Working Area Leaders, Working Group Coordinators and Members & Observers;
  • Facilitates coordination through the CCB platform to strengthen Members & Observers cooperation;
  • Maintains direct and permanent in- and outbound communication channels for Members & Observers;
  • Ensures implementation of CCB Constitution provisions relevant for Members & Observers;
  • Represents the CCB, its Members/Observers at relevant events or networking opportunities; 
  • Prepares and coordinates the implementation of the Network Development Strategy.



More specifically the position includes the following tasks and responsibilities:

  • Keeping the registry of CCB Members & Observers updated, including general and specific contacts for Working Areas and Working Groups;
  • Advising on the development and implementation of the Network’s Development Strategy;
  • Promoting CCB Membership / Observership: seeking for new potential Member Organisations; keeping membership criteria updated and visible; supporting on-/offboarding of network Members & Observers;
  • Coordinating arrangements of General Meetings and Annual Conferences (dates and venues, hosts, etc.), as well as performing the secretary functions for those (circulating documents, taking minutes);
  • Coordinating the arrangement and supporting communication & promotion of CCB joint events that serve the whole network, incl. Our Common Baltic, River University, Baltic Climate School, etc.;
  • Regularly liaising with Members & Observers to respond to any questions related to CCB and to have an overview of what they’re working on/are interested in, and what their challenges are;
  • Facilitating and promoting active participation of Members & Observers in the CCB Working Areas/Working Groups and joint events;
  • Facilitating implementation of relevant CCB policies (travel policy, gender policy); supervising the implementation of CCB’s Travel Policy, incl. climate footprint of travels/events;
  • Monitoring and coordinating training opportunities for Members & Observers;
  • Facilitating CCB financial support to Members & Observers, based on their applications and requests;
  • Facilitating communication of Members & Observers’ news across CCB via the internal newsletter;
  • Supporting communication functions by providing information and updates about Members & Observers through CCB’s communication materials and channels, regarding activities relevant to CCB;
  • Supporting the CCB Communication Officer’s work as agreed and deemed necessary;
  • Cooperating with and providing ad hoc support to other staff, as needed.



Required skills and backgroud:

We are seeking candidates with:


-  Relevant knowledge of global, EU and regional environmental policies, preferably in the NGO sector;

-  BSc./MSc. qualification in communication (environmental / intercultural) or social sciences;

-  Previous experience in similar positions, e.g. working on memberships support, working in multicultural environment, as well as competences in events organization;

-  Skills and experience in communication tools and channels, e.g. newsletter tool;

-  EU citizenship or at least residence and work permit in order to travel for work purposes;

-  Excellent proficiency in spoken and written English.


We would also welcome interest from candidates who have been working in wider/non-marine environmental policy areas, if they can demonstrate relevant skills and knowledge.



Desirable skills:

Experience of working for a non-profit organization is a merit.


Working knowledge of any other language common in the Baltic Sea catchment area, including Swedish, Danish, Finnish, German, Polish, Latvian, Lithuanian, Estonian and Ukrainian.

Salary: Salary comparable to NGO staff in Sweden and in accordance with the Collective Agreements of the respective unions. Subject to adjustment depending on experience and annual increase.


Location: Flexible, preferably within the Baltic Sea Region. Work from the office in Uppsala, as well as residence in Sweden is appreciated, but not mandatory. Several joint offline events for the whole Secretariat staff and Council expected per year in Sweden.


Travel: Candidates should be flexible to travel as required for meetings and events – mostly within the Baltic Sea Region. You may need to be able to participate in occasional events on weekends.


Contract type: Intended permanent position with 6-month probation period.


Starting time: As soon as possible, depending on availability of the chosen candidate.

European civil society organisations (CSOs) are currently facing an attack coming from certain Members of the European Parliament. Spearheaded by some MEPs from the European People’s Party (EPP) and by far-right groups, this attack resorts to misleading arguments to fabricate a scandal. This portrayal has been amplified through the media, with notable exceptions of articles that attempted to clarify this misleading narrative. European CSOs are crucial to ensure the voices of citizens from different parts of Europe are heard in the EU institutions. Attacks against civil society are unfortunately not new and are exacerbated by this harmful idea. Furthermore, for-profit corporate lobbying is through the roof when compared to non-profit advocacy. In 2024, the 50 corporations with the largest lobbying budgets collectively spent nearly €200 million on lobbying the EU alone (66% more than in 2015). Comparing this to the funding environmental NGOs receive under the LIFE programme - €15.6 million annually of a €700 million yearly budget - truly shows the weakness of this ‘scandal’. This is why over 570 civil society organisations from 40 countries, including all EU Member States, have joined forces to call on those in power to act now and ensure that civil society is adequately funded and enabled to share our crucial perspectives . In this statement, we address: The source of this false narrative; Inaccurate claims made about how CSOs obtain and use funding; Why it’s paramount that CSOs receive sufficient funding; The need for civil dialogue to enable CSOs participation. Democracy is about the right of citizens to be collectively heard for building an inclusive society and a shared European future; properly funded independent CSOs are a crucial tool for that. We call on decision-makers to ensure civil society organisations can thrive and play their role in interacting with policy-makers in order to have a more fully informed decision-making process. More than 100 civil society organisations from around the world are calling on governments to immediately ban any exploration for oil and gas in the Ocean and to phase out offshore drilling for fossil fuels consistent with the Paris Agreement. The letter comes at a crucial time, with growing recognition that a healthy ocean is crucial for the earth’s climate regulation. The UN Ocean Conference in June 2025 presents a key opportunity to agree on critical conservation measures towards resilient and healthy marine ecosystems fit for climate protection.
