Objectives
2015 is a crucial year for the MSFD implementation, as countries have to submit their programmes of measures (PoMs) that are to be implemented as of 2016 to deliver good environmental status in 2020. So far, five countries are holding public consultation on their draft PoMs (see this overview), and Portugal has already conducted the consultation in 2014. In other countries, the formal public consultation should also start in weeks or months to come.

This workshop will investigate the extent to which the PoMs meet NGO priorities stated in our joint NGO position paper, will take stock of public participation and consultation processes and is an opportunity for NGOs to have a dialogue with Commission staff.

Another important MSFD milestone this year is the report the Commission will publish on the Article 21 of the MSFD with an evaluation progress in the establishment of marine protected areas. It will be important to shape a strong joint NGO response to this assessment at the EU level and to ensure that national governments and regional authorities act on its recommendations.

Meanwhile, the Commission started paving the way for the next cycle of the MSFD (starting in 2018) with a road map 2016-2018 taking shape. It is therefore also a timely moment to discuss the longer term NGO priorities for improving MSFD implementation.
