Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

The Third Informal Consultation Session of the HELCOM Heads of Delegation (IC HOD 3-2023) was hosted by the Latvian Chairmanship of HELCOM and was held online from 14 -15 June 2023.

The Session was attended by participants from all Contracting Parties except for Russia and by Observers from the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS), Baltic Farmers' Forum on the Environment (BFFE), Coalition Clean Baltic (CCB), and the World Wide Fund for Nature (WWF).

Outcomes of the session:
- The Session took note of documents from CCB on the call for action on potential transboundary environmental impacts of Lynetteholm project.
- The Session invited CCB to submit relevant parts of the EIA translated into English to relevant working group sessions, and recommended that the groups consider them as appropriate and inform Heads of Delegation of the discussions.
