Official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, however, informal consultation sessions, without Russian participation, are organized and hosted by a Contracting Party.
The informal consultation sessions process and discuss documents and provide guidance and recommendations as to how to progress work.

Description

While official meetings of all HELCOM Working and Experts Groups and other subsidiary bodies are postponed due to the HELCOM strategic pause until further notice, informal consultation sessions, without Russian participation, can be organized and hosted by a Contracting Party.

The Second informal consultation session of the maritime working group (IC MARITIME 2-2023) was held on 24-26 October 2023 in Norrköping, Sweden.

The Session was attended by Delegations from Denmark, Estonia, the EU, Finland, Germany, Latvia, Lithuania, Poland and Sweden, by Observers from Coalition Clean Baltic (CCB), European Community Shipowners’ Associations (ECSA), John Nurminen Foundation, and Race for the Baltic as well as invited guests from the Chalmers University of Technology, BlueMissionBANOS and the EUSBSR Policy Area Ship and EUSBSR Policy Area Safe.

Outcomes of the session:
- CCB pointed out that it should be more clear in the revised Recommendation, how the areas for STS are designated outside port waters;
- The Session took note of the memo of IC WS RECREATIONAL CRAFTS 1-2023 (document 3-11), co-hosted by Lithuania, Germany and Sweden and co-organised by CCB and supported making use of it as appropriate when considering related actions in the BSAP.
- The Session took note of the Memo of the Informal consultation workshop on BAP/BET to minimize nutrient losses from dry bulk fertilizer storage and handling in ports in the Baltic Sea (IC WS FERTILIZERS 1-2023), co-hosted by Poland, Germany and Finland and organized in cooperation with CCB, John Nurminen Foundation and Race for the Baltic.
- The Session took note of updates on national implementation of BSAP action S16 as compiled in document 7-3 and Presentation 4 by Finland, John Nurminen Foundation and CCB.
- The Session took note that John Nurminen Foundation and CCB are expanding this work also to Sweden in cooperation with the Swedish Transport Agency.
- The Session recommended that an informal workshop is organized in spring 2024 to advance the implementation of action S16 and to encourage and assist other Contracting Parties to also work on this matter. The Session welcomed the offer by Finland, John Nurminen Foundation and CCB to organize the workshop, assisted by the Secretariat. The Session welcomed the offer by Finland to formally host the workshop, noting, however, that no decisions have been made yet on whether it should be held in Finland or elsewhere.
- The Session noted a proposal by CCB to cooperate with PA Ship on the planned workshop on MARPOL Annex II discharges as well as on a bigger project addressing pilot mitigation measures for underwater noise, as discussed under Agenda Item 7.
- CCB, Germany, Poland and Latvia are involved in the Red Noise Baltship project working on awareness raising and establishing dialogue with relevant stakeholders. CCB is also working on a bigger project application to pilot mitigation measures and invited Contracting Parties to take part in the project application.
- The Session invited Germany to submit interim results from their work, and CCB to submit information on Red Noise Baltship, to IC WS RAP NOISE 1-2023 to be held on 20 November 2023.
